CRITICAL BOTTLENECK: The 'Package Fee' & University Sponsorship. Unlike other countries, you cannot apply for a Dutch visa yourself. Your university (Sponsor) must submit the application to the IND (Immigration Service). They will only do this after you transfer the 'Package Fee' (Tuition + ~€13,570 Living Expenses + €254 IND Fee) to their account. If you miss the university's internal financial deadline (usually June 1st), you lose your intake.
1. University Application & Studielink
Month 1-4 (Oct - Jan)
Duration: 12-16 Weeks
Status: Preparation
- Create a 'Studielink.nl' account (the national Dutch portal).
- Apply to up to 4 programs (Research Universities vs. Universities of Applied Sciences).
- Submit documents for Nuffic evaluation (usually handled by the university to verify Pakistani HSSC/Degrees).
- IELTS Requirement: 6.0 for Bachelors, 6.5 for Masters (strict, no waivers for Pakistan).
- Outcome: Receive 'Conditional' or 'Unconditional' Admission.

- deadlines: January 15th for 'Numerus Fixus' programs; May 1st for most other non-EU applicants.

2. The Package Fee (Blocked Account)
Month 5-6 (March - May)

3. Visa Application by University (MVV/VVR)

Status: Sponsorship
- Upload required visa documents to the university portal: Passport (all pages), Antecedents Certificate (background check), and Scholarship letter (if any).
- The University submits your application to the IND in the Netherlands.
- Wait for the 'Positive Decision' letter from the IND.
Critical Points:
- processing speed: The Netherlands is very fast; once the university submits, approval often comes in 2-4 weeks.
- antecedents form: A simple honesty declaration that you have no criminal record (no police certificate required for the initial IND step, but needed for step 4).
4. MVV Sticker Collection (Islamabad)
Month 7-8 (July - August)
Duration: 2 Weeks
Status: Embassy Phase
- Once you receive the IND 'Positive Decision,' book an appointment at the Dutch Embassy in Islamabad (Karachi Consulate does not issue MVVs).
- Attend the appointment for biometrics (fingerprints) and to drop off your passport.
- Wait 5-10 working days for the MVV (Entry Visa) sticker to be placed in your passport.
Critical Points:
- document legalization: Ensure your Pakistani birth certificate is attested by MOFA and translated, as you need it for municipal registration in the Netherlands later.
- passport validity: Your passport must be valid for at least 6 months on the day you collect the sticker.
5. Arrival & Tuberculosis (TB) Test

Duration: 1 Week
Status: Settling In
- Fly to the Netherlands.
- MANDATORY: Visit the GGD (Public Health Service) within 3 months for a Tuberculosis chest X-ray.
- Pakistan is on the list of high-risk countries; failing to do this will result in your residence permit being revoked.
Critical Points:
- tb test exemption: Only applicable if you have lived in a TB-free country for the last 6 months.
- registration: Register at the local Town Hall (Gemeente) to get your BSN (Citizen Service Number).
6. Residence Permit (VVR) Collection
Month 9-10 (Sept - Oct)

Status: Final Legal ID
- The IND will send a letter to your Dutch address (or university) when your plastic ID card (VVR) is ready.
- Book an online appointment at an IND desk (e.g., Amsterdam, Utrecht, Rotterdam) to collect your card.
- The VVR is valid for the duration of your studies + 3 months.

- study progress: You must maintain 50% credits (ECTS) every year to keep your residence permit.
